...would I be able to get fish out of the country, assuming all the necessary preparations were made, paperwork filed, etc? I mean, is it possible?

Getting fish out of the country is easy, getting them into another country is a different story, you have to check with them for there importation regulations

Ok, I've read around on this and think I've got it, but feel I must be missing something. None of the requirements seem like much of a big deal - time consuming, maybe a bit of a run-around here and there, but doable for sure. So why is nobody doing this? What am I missing?

Well, I can tell you what I've heard but this all internet knowledge so take it for what it is worth:
1.) It's against the law to export native species from Lake Victoria except for scientific purposes
2.) The demand for Victorians is so low that it makes no financial sense to locate an exporter there
3.) The water is so murky that collection efforts are really tough
4.) The females look so similar that it's difficult to determine what you caught
5.) The Nile Perch has so decimated the population of aquarium fish that collection in sufficient commercial quantity is diffficult
6.) Many areas around the lake are not very safe

Now how much of this is spot on and how much is internet speculation, I don't know. But at least some of this rings true.
